DELTA COUNTY BOARD OF COMMISSIONERS MEETING

     A Re-organizational meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Re-organizational Meeting of the Delta County Board of Commissioners is scheduled for Tuesday January 4, 2005, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki and Schultz.

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

SPECIAL ORDERS OF BUSINESS

 

          1.  Election Of Chair

          County Clerk Nancy Kolich opened the nominations for Chairman.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to nominate Commissioner Elegeert as Chairman.  There were no other nominations.  MOTION CARRIED.

 

          2.  Election Of Vice Chair

          Chairman Elegeert opened the nominations for Vice Chairman.  Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to nominate Commissioner Bengry as Vice Chair.  There were no other nominations.  MOTION CARRIED.

 

 

 

 

          3.  Adoption of Rules Of Procedure

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to adopt the Rules of Procedure.  MOTION CARRIED.

 

          4.  Committee Appointments

          The current Committee appointments stand until the new appointments are made at the next meeting.

 

          5.  Meeting Schedule

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to cancel the February 15, 2005 meeting to attend the MACC Conference.  MOTION CARRIED.

 

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the meeting schedule as presented.  MOTION CARRIED.

         

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the minutes of the December 21, 2004 meeting as corrected.  MOTION CARRIED.

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.      

         B.  Forwarded: No written communications were forwarded.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

        Moved by Commissioner Bengry and supported by Commissioner Schultz that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

  VIII. PUBLIC COMMENT ON AGENDA ITEMS

        Sandra Buckland, County Treasurer, addressed the Board regarding the meeting with FIA.  The county has requested being compensated for our services.  FIA suggested that we put together a proposal to bring to the State.  Commissioner Bengry also attended the meeting.  We are the only zone that combines 14 counties, the others combine 2 counties.  Alpena County requested $8,000 for doing a dual county.

 

X.   COMMITTEE REPORTS:

1. Building and Grounds Committee.

    

2.   Finance Committee.              

 

3. Personnel Committee. 

        a. 12-17-04.

        1.  Airport Personnel Reclassification Request.

 

   Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the job description of Airport Operations Specialist for the four airport employees with a classification level 12 with 90 day retro pay.  MOTION CARRIED.

 

        1.  Housekeepers Reclassification Request.

   

        Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve an increase to a level 7 for all Housekeeper positions with a 90 day retro pay.  MOTION CARRIED.

 

        2.  Senior Accountant Reclassification Request.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve authorize a letter of agreement with the union to add a level 13 to the courthouse union contract.  MOTION FAILED.

 

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to receive the minutes and place on file.  MOTION CARRIED.   

       

4.   Administrator’s Report. 

       1.  Ren Zone:

       Assistant Airport Manager, Kelly Smith has sent out information to over 100 businesses out side our area, but do business here.  We will also be working up a power point presentation that can be used at presentations or provided by CD.  The laptop computer is capable of burning CDs.  There are three or four interested parties that we will be actively pursuing in the near future.

 

 URS has updated “exhibit A” and amended the ALP to identify all of the Ren-Zone parcels.  These items will be sent to the FAA along with the land release request for the first parcel.  We are waiting on the environmental reviews and appraisals for the other parcels.

         

          Moved by Commissioner Nelson and supported by Commissioner Schultz to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

6.        Computer Committee.

    

   X. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1.  Board appointments to various committees

              The Township Association has been alerted of the conflict of interest for their appointment to the DATA Board.

         

 B.  NEW BUSINESS

1.  Payment of Bills.

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of the bills in the amount of $1,470,567.72.  MOTION CARRIED.

    

 

  XI.  GENERAL PUBLIC COMMENT

       Corrections Officer Jeff Hansen addressed the Board with his concerns regarding the contract negotiations. 

 

       Corrections Officer Michael Balentine addressed the Board with his concerns regarding contract negotiations.

     Moved by Commissioner Nelson and supported by Commissioner Ruohomaki to adjourn at 6:11 p.m.
