ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki, and      Schultz.

 

          The meeting was called to order at 5:15 p.m. in the Delta County Probate Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the minutes of the May 3, 2005 meeting.  MOTION CARRIED.

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.   

         B.  Forwarded: No written communications were forwarded.

 

VII.       REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

         Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

     Moved by Commissioner Bengry and seconded by Commissioner Nelson to add item number 6. Poverty Island Lighthouse to the agenda.  MOTION CARRIED.

 

VIII.           PUBLIC COMMENT ON AGENDA ITEMS

A.         PUBLIC INFORMATION RE: USDA Rural Development Community        Facilities Program for Road Patrol Vehicles.

 

Public Hearing opened at 5:19 p.m.

         Sheriff Ballweg addressed the Board with information regarding the grant application from the USDA RDCFP to help outfit patrol cars.

 

Public Hearing closed at 5:22 p.m.

 

          Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to support the USDA RDCFP Grant Application for Sheriff’s vehicles.  MOTION CARRIED.

 

   X.  COMMITTEE REPORTS:

4.   Administrator’s Report

     Moved by Commissioner Nelson and seconded by Commissioner Bengry to receive the Administrator’s report and place on file.  MOTION CARRIED.

 

6. Computer Committee.

a. Minutes of 4-19-05.

       Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to approve the purchase of computer updates for the Sheriff’s department not to exceed $15,000 from Dell with two workstations being paid from the Road Patrol Fund and the balance to be paid from the Computer line item.  MOTION CARRIED.

 

Moved by Commissioner and seconded by Commissioner to receive the minutes and place on file as corrected.  MOTION CARRIED.

 

 

   X. GENERAL ORDERS OF BUSINESS

    1.  Payment of Bills.

         None.

         

2.   Animal Shelter Report.

 

        Moved by Commissioner Nelson and seconded by Commissioner Bengry letter of support of the Bay de Noc Kennel Club Building.  MOTION CARRIED.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to send a letter to Road Commission requesting sand for the building site. MOTION CARRIED.

        Moved by Commissioner Nelson and seconded by Commissioner Schultz to send the lease agreement to the County attorney for review.  MOTION CARRIED.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to waive any building permit fees for the Bay de Noc Kennel Club building.  MOTION CARRIED.

         

       3.  The Wexford System.

 

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to the allow the 3 employees who have not been through the Wexford Reclassification to request to be reclassified under this system before making any changes to the system.  MOTION CARRIED.

Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to amend the motion to include freezing any other requests for reclassifications other than the 3 who have not gone through the system.  MOTION CARRIED.

 

       4. Ballot Language 911 Dispatch.

       Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the ballot language for the 911 Millage Proposal to read:

          For 5 years beginning with the tax assessments of December 2005 and ending with the assessments in July of 2010, shall the total taxable property rate limitations in Delta County be lifted by up to .85 mil ($.85 for each $1,000 of taxable valuation) to exclusively finance equipment, facility and operating costs of a 911 emergency telephone answering and dispatch system within Delta County?  This is a new millage to be levied under the County’s general taxing authority and if approved and levied in its entirety, this millage would raise an estimated $811,750.00 in the first calendar year after its approval.  Revenue from this millage will be disbursed to a newly formed Delta County Central Dispatch Authority.

       5.  Proposed Dispatch Authority Resolution.

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to adopt the Delta County Central Dispatch Authority Resolution as presented.

       Agreement to Establish a Delta County Central Dispatch Authority.

 

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the Agreement to Establish a Delta County Central Dispatch Authority between the County of Delta and the City of Escanaba and the City of Gladstone.

        911 Authority Organizational Chart.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to adopt the 911 Authority Chart as presented by Administrator Erickson with the correction of the Fire Chief’s Association.

6. Poverty Island Lighthouse Historical Register.

     Moved by Commissioner Nelson and seconded by Commissioner Bengry to draft a resolution requesting that the Poverty Island Lighthouse be placed on the National Historical Register.  MOTION CARRIED.

 

 XI.  GENERAL PUBLIC COMMENT

      None.

 

XII.         COMMISSIONERS CONCERNS

      Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to add the Municipal Law Session to the agenda.  MOTION CARRIED.

 

       Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve allowing out of County travel for the Commissioners to attend a Municipal Law Session in Marquette.  MOTION CARRIED.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to add the MACC Summer Conference to the agenda.  MOTION CARRIED.

 

       Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to authorize the County Commissioners to attend the MACC Summer Conference August 14-16 on Mackinac Island.  MOTION CARRIED.  MOTION CARRIED.
