     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:   Commissioners Elegeert, Rivard, Ruohomaki, Schultz

 

EXCUSED:  Commissioner Bengry.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the minutes of the June 3, 2008 meeting.  MOTION CARRIED.

 

  IV. APPROVAL OF AGENDA

      Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to amend the agenda to withdraw item 7. Courthouse and Jail telephone system and add item 8. Board Appointment to DHS Board.  MOTION CARRIED.

   IX. COMMITTEE REPORTS:

  1. Administrator’s Report.

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to send resolutions to the legislators  opposing adding county corrections into Act 312 arbitration and the lack of funding for the County Jail Reimbursement Program.  MOTION CARRIED.

 

  2. Ren Zone Report.

         

          Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to receive the Administrator’s Reports and place on file.  MOTION CARRIED.

 

   X. GENERAL ORDERS OF BUSINESS

 

      A. UNFINISHED BUSINESS

   1. Superior Health Code.

            Don Shirley, Chair – Ad Hoc Committee, gave an update on the technical manual that will be part of the Superior Health Code.  The Public Health Board will meet on Wednesday June 18 at 5:00 p.m. at Pinecrest.

    

 B. NEW BUSINESS

    1. Payment of Bills.

            Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the bills in the amount of $783,397.98, as presented.  MOTION CARRIED.

 

         2. Appointment to DATA Board – City of Escanaba.

            Moved by Commissioner Schultz and seconded by Commissioner Rivard to appoint Karen Foskett to the DATA Board as recommended by the Escanaba City Council.  MOTION CARRIED.

 

    3. Airport Contracts.

            Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to approve the contracts with MDOT for the 2 airport projects – contract 2008-0283 for design of a snow removal equipment building and the demolition of the existing fuel tank and contract 2008-0318 construction of the new fuel tank facility to be paid with federal and state grants with the County’s share will be taken from the Airport construction fund.  MOTION CARRIED.

 

         4. Update from UP Resource Conservation & Development Council.

            Marilyn Shy, UP RC&D, gave an update to the Board. 

 

 

         5. Planning Commission Case 6-08-PC.

            Case 6-08-PC, Thomas A. and Lisa M. Rian, Wells Township.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the request to rezone from Resource Production to Rural Residential as recommended by the Planning Commission.

          MOTION CARRIED.

 

     Tom Carviou, Building and Zoning Director, updated the Board on the following items:

 

     FEMA is digitizing the Delta County Floodplain maps with 6 overlays.

     Comprehensive Plans – must be updated every 6 years.  Ours is currently 11 years old.  Current plan was completed by CUPPAD.

 

     Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to authorize Administrator Erickson to contact CUPPAD regarding costs to update the County’s Comprehensive Plan.  MOTION CARRIED.

 

          6. Courthouse Security.

             Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve replacing key pads with card readers and refer future security implementations to the Computer Committee.  MOTION CARRIED.

 

          7. Courthouse and Jail telephone system.

             Tabled.

 

          8. Board Appointment to DHS.

             Moved by Commissioner Schultz and seconded by Commissioner Rivard to appoint Elaine Boyne to the Department of Human Services Board due to the death of Leona St. Vincent.  MOTION CARRIED.  Commissioner Rivard stated the Board’s appreciation of Mrs. St. Vincent’s years of service to the Human Services Board and the Pinecrest Board.

 

 

  XI. GENERAL PUBLIC COMMENT

      None.

      

      

 XII. COMMISSIONERS CONCERNS

      Commissioners Bengry:  

 

      Commissioner Rivard:  Airport Open House – kudos to Connie Ness and her staff.

 

      Commissioner Ruohomaki:  

 

      Commissioner Schultz:  Good turn out at the Airport Open House – drawing July 1st on 2 Airline tickets – sign up at Airport.

 

      Commissioner Elegeert:  Thank you to the Daily Press for nice coverage of the Airport Open House.
