     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Tuesday May 6, 2008, at 5:15 p.m. in the Circuit Courtroom of the Courthouse Building.

ROLL CALL

PRESENT:   Commissioners Bengry, Elegeert, Rivard, Ruohomaki, Schultz

 

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the minutes of the April 10 Committee of the Whole meeting, and the April 15, 2008 meeting.  MOTION CARRIED.

 

  IV. APPROVAL OF AGENDA

      Moved by Commissioner Bengry and seconded by Commissioner Rivard to amend the agenda to add item 7. Amended Ren Zone Resolution, and item 8. 911.  MOTION CARRIED.

           

  VI. PRESENTATATION OF WRITTEN COMMUNICATIONS

      A.  Received: No written communications were received.

      

      B.  Forwarded: No written communications were forwarded.

 

                                                  

  VIII. PUBLIC COMMENT ON AGENDA ITEMS

        Kaye Rowlands, ASCME has not received information on Administration regarding the paralegal position.  Information was agreed to be prepared and exchanged by April 30th.  The Union has met their part of the agreement.

 

       

PUBLIC HEARING RE:  USDA Grant $35,000 for Marine Patrol

                   Cost of boat, trailer, all equipment

                   $180,000

 

Hearing opened 5:22 p.m.

 

Moved by Commissioner Schultz and seconded by Commissioner Rivard to close the public hearing at 5:26 p.m.

 

   IX. COMMITTEE REPORTS:

  1. Administrator’s Report.

       2. Investment Report.

          Moved by Commissioner Schultz and seconded Commissioner Ruohomaki to receive the report and place on file.  MOTION CARRIED.

 

          Moved by Commissioner Bengry and seconded by Commissioner Schultz to place County Tax Foreclosure changes on agenda for next regular meeting.  MOTION CARRIED.

  VI. UNFINISHED BUSINESS

1. Superior Health Code.

         No report.    

       

 B. NEW BUSINESS

    1. Payment of Bills.

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the bills in the amount of $713,757.17, as presented.  MOTION CARRIED.

 

 

 

 

         2. Appointment of Brownfield Authority.

            Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to appoint Don Spodeck, Tom Brayak, Dave Nordin, Tom Rymkos to the Brownfield Redevelopment Authority.  MOTION CARRIED.

 

           Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to appoint Commissioner Rivard to the Brownfield Redevelopment Authority.  MOTION CARRIED.

 

 

    3. UP Paralegal Survey.

            Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to approve the Prosecutor’s Paralegal position as a non-union position with salary range of $32,000 to $36,000 with Health Savings Account health benefits and defined contribution retirement benefits.  MOTION CARRIED.

         4. Millage Information from CAA.

            CAA millage renewal proposal will be on the August 2008 ballot as approved by the County Board.

  

         5. Library Contribution.

            Moved by Commissioner Bengry and seconded by Commissioner Schultz to move to the next regular board meeting.  MOTION CARRIED.

 

         6. Fish Dam Property.

            Informational.

 

         7.  Amended Ren Zone Resolution.

             Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the Ren Zone Resolution, as amended.  MOTION CARRIED.

 

         8.  911

             Informational.

 

  XI. GENERAL PUBLIC COMMENT

      Kaye Rowlands, President, ASCME Local, addressed the Board with additional concerns regarding the paralegal position. 

     Mike Larrabee, Road Commissioner, stated it was not a sale of park property, but an exchange of property that would be adjacent to another park.

     Rory Mattson, Delta County Conservation District Director, stated that the Fish Dam is not a “park” but forested land that could be traded for acres of timberland of equivalent value and the boat launch at Fish Dam would not be included

      

      

 XII. COMMISSIONERS CONCERNS

      Commissioners Bengry:  

 

      Commissioner Rivard:  Many others working on the Brownfield Grant.

 

      Commissioner Ruohomaki:  Requests to be excused from the next regular meeting as he will be on vacation.

 

      Commissioner Schultz: 

 

      Commissioner Elegeert:

     Moved by Commissioner Rivard and seconded by Commissioner Schultz to adjourn at 6:28 p.m.
