     A Statutory meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:   Commissioners Bengry, Elegeert, Rivard, Ruohomaki, Schultz

 

ABSENT:   None.

          The meeting was called to order at 10:00 a.m. in the Conference Room of the State Office Building by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the minutes of the April 1, 2008.  MOTION CARRIED.

 

  IV. APPROVAL OF AGENDA

      Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the agenda as amended: add Committee Reports item 3. Brownfield Report and New Business item 6.  Moratorium on Federal Rules.  MOTION CARRIED unanimously.

   IX. COMMITTEE REPORTS:

  1. Administrator’s Report.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to receive the Administrator’s verbal report.  MOTION CARRIED.

 

      2. Delta County Soil Conservation District.

          Rory Mattson, Director, gave an monthly report of activities for the county.

 

      3.  Brownfield Report.

         Commissioner Rivard reported to the Board that Delta County has been awarded two Brownfield grants:  $200,000 for hazardous substance assessments and $200,000 for petroleum hazard assessments.  We are one of a handful of counties awarded two grants.  Flo McCormick, MAC, will be here on May 20th.

 

   X. GENERAL ORDERS OF BUSINESS

 

  VI. UNFINISHED BUSINESS

1. Superior Health Code.

         No new update.     

 

 B. NEW BUSINESS

    1. Payment of Bills.

            Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the bills in the amount of $78,886.98, as presented.  MOTION CARRIED.

 

         2. Equalization Report.

            Moved by Commissioner Ruohomaki seconded by Commissioner Bengry to accept the Equalization Director’s report with a recommended equalized valuation in Delta County for 2008 of $1,388,946,372, as presented.  MOTION CARRIED.

 

    3. Rory Mattson, Road Commission Appointment.

            Rory Mattson, addressed the Board regarding the Attorney General opinion regarding his appointment to the Road Commission – the Attorney General found no incompatibility and no Hatch Act violation of his appointment to the Road Commission Board.  MOTION CARRIED. 

 

 

 

         4. Airport Hangar Issues.

            Moved by Commissioner Rivard and seconded by Commissioner Schultz to send to the Finance Committee. MOTION CARRIED.

 

         5. Eurasian Milfoil Resolution.

            Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to adopt a Resolution to Require Users of the Surface Waters to Financially Participate in Economical Application Fees, Prompt Governmental Review and Issuance of Permits and Management Efforts to Control Aquatic Nuisance Species, as presented. MOTION CARRIED.

 

         6. Moratorium on Federal Rules.

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to send a letter to Rep. Stupak urging him to support H.R. 5613, which would place another one year moratorium on federal rules that would effect Pinecrest, Public Health and Mental Health, and healthcare Medicare and Medicaid reimbursements.  MOTION CARRIED.

 

 

  XI. GENERAL PUBLIC COMMENT

      Pat Besson addressed the Board with concerns regarding enforcement of the no smoking 30 feet from the building.

      

 XII. COMMISSIONERS CONCERNS

      Commissioners Bengry:  None.

 

      Commissioner Rivard:   None.

 

      Commissioner Ruohomaki:  Moved by Commissioner Bengry and seconded by Commissioner Schultz for the County to approve sending  4 county officials (Commissioners, Planning Commission members) to the MSU Extension Michigan Planning Enabling Act and Updated Zoning Enabling Act training June 9th in Escanaba at a cost of $100 per person.  MOTION CARRIED.

 

      Commissioner Schultz:  Good to have Commissioner Rivard here – welcome back.

 

      Commissioner Elegeert:  Concur with Commissioner Schultz.  Electrical Code change – all footings will require re-rod, all re-rod has to be grounded and required to be inspected by the electrical inspector before footings are poured.

April 15  5:15 p.m. Public Hearing – Brownfield Authority.

April 15  5:15 p.m. Board Meeting.

 

XIV. ADJOURNMENT

 

     Moved by Commissioner Rivard and seconded by Commissioner Bengry to adjourn at 10:58 a.m.
