by Commissioner Bengry that the Communications and Reports of Standing and
Statutory Committees and the Reports of Special Committees and Others be
received and placed on file. MOTION

Moved by Commissioner Rivard and seconded by
Commissioner Ruohomaki to have Administrator look into Iron County Resolution
regarding the Eurasian Milfoil and other invasive Aquatic Species. MOTION CARRIED.
VIII. PUBLIC COMMENT ON AGENDA ITEMS
Kaye Rowlands, President, AFSCME Local 2755
and Chapter Chair, addressed the Board requesting a special conference regarding
the new position in the Prosecutor’s office.
IX. COMMITTEE REPORTS:
1. Administrator’s Report.
2. Drain Commissioner – Salary.
Moved by Commissioner Ruohomaki and
seconded by Commissioner Rivard to reduce the Drain Commissioner salary by $1,000
and put it into a Drain Commissioner travel budget, effective
4. IT Cell Phone.
Moved
by Commissioner Ruohomaki and seconded by Commissioner Rivard to table approval
of an IT cell phone to monitor the computer servers for more information.

Commissioner Rivard to receive the Administrator’s report and place on
file. MOTION CARRIED.
2. Conservation
District Report.
Rory
Mattson, Conservation District Director, gave a monthly report. Moved by Commissioner Bengry and seconded by
Commissioner Ruohomaki to receive the report and place on file. MOTION CARRIED.
X. GENERAL ORDERS OF BUSINESS
VI. UNFINISHED BUSINESS
1. Superior
Health Code.
Don
Shirley, Delta County Drain Commissioner and Chair of the Superior Health Code
ad hoc committee, updated the Board on the progress of the committee, updates
to the code and outline of the technical manual, which will be discussed at the
Delta Menominee Health Board on March 19th.
2. Zoning
Support from Townships.
Moved
by Commissioner Bengry and seconded by Commissioner Rivard to adopt a 2 year
agreement with the 10 townships that are not currently doing their own zoning
to charge a County Zoning Fee of $.50 per capita. MOTION CARRIED.
3. Committee
of the Whole minutes of
1. Prosecutor’s Request.
Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to
hold a Committee of the Whole meeting on March 20th at

Defined Contribution benefit as 10% County contribution with up to a 5% County
match. MOTION CARRIED.
Moved
by Commissioner Rivard and seconded by Commissioner Ruohomaki to adopt a County
policy that any new hired, elected and non-union employees receive Defined
Contribution and Health Savings Account benefits. MOTION CARRIED.
B. NEW BUSINESS
1. Payment of Bills.
Moved by Commissioner Rivard and seconded by
Commissioner Ruohomaki to approve the bills in the amount of $394,910.63, as
presented. MOTION CARRIED.
2.
Adoption of Comprehensive Plan and Resolution.
Moved
by Commissioner Bengry and seconded by Commissioner Rivard to adopt the
Comprehensive Plan and Resolution, as presented. MOTION CARRIED.
3. Adoption of Cooperative Reimbursement
Amendment.
Moved
by Commissioner Bengry and seconded by Commissioner Rivard to ratify the
Chairman’s signature on the Cooperative Reimbursement Amendment, as presented. MOTION CARRIED.
4. Adoption of Courthouse Camera
Upgrade.
Bids will be requested.
5.
Proclamation of Head Start Month.
Moved by Commissioner Bengry and seconded by
Commissioner Rivard to adopt a resolution proclaiming April 2008 Head Start
month in

Parks Board Recommendation.
Moved by Commissioner Rivard and seconded by
Commissioner Ruohomaki to remove the Parks Commission and the Airport Board
from the Renaissance Zone Loan. MOTION
CARRIED.

Commissioner Rivard to adopt the report as presented by Parks Commission Chair
Starr Romps.

of contract agreement w/Dept. of Human Services.
Moved by Commissioner Bengry and seconded
by Commissioner Rivard to adopt the Department of Human Services Contract
Agreement, as presented. MOTION CARRIED.
9.
Appointment of David Schultz to Pathways Board.
Moved by Commissioner Bengry and seconded
by Commissioner Ruohomaki to re-appoint Commissioner Schultz to the Pathways
Board. MOTION CARRIED.
XI. GENERAL PUBLIC COMMENT
Rob Van Effen, Delta County Road Commission,
reminded the Commissioners to call and confirm attendance at the Asset
Retention Training next Tuesday.
Rory Mattson commented that grant matches
should come from in-kind contributions and not monies.
XII. COMMISSIONERS CONCERNS
Commissioners Bengry: None.
Commissioner Rivard: Local government units coming together to
reactivate Intergovernmental meetings.
Will continue to attend. Will
meet March 19 at
Commissioner Ruohomaki: None.
Commissioner Schultz: None.
Commissioner Elegeert: UPCAP received a $100,000 grant to conduct
regional jail study. Commissioners
Elegeert and Ruohomaki will meet with Jonathan Mead from UPCAP.
